What is Puget Sound High Value Network? And what’s in it for me?

Uniform Medical Plan (UMP) is a health plan offered to eligible Washington state public employees (active and retired), Leave Without Pay members, non-Medicare retirees or COBRA members. UMP is offering eligible state employees access to two Accountable Care Programs (ACPs), one of which is UMP Plus – Puget Sound High Value Network.

UMP Plus – Puget Sound High Value Network (UMP Plus – PSHVN)  is a group of industry-leading medical providers located throughout the Puget Sound region that are collectively committed to serving as your coordinated provider network and providing excellent customer service in King, Kitsap, Pierce, Snohomish, Spokane, Yakima and Thurston counties.

Supported by Regence, UMP Plus – PSHVN connects eligible Public Employees Benefits Board (PEBB) Program members to high-quality primary and specialty care close to where people live and work. Our commitment is to provide patients with easy access to the right provider at the right time.

For your convenience, UMP Plus – PSHVN spans seven counties and includes:

In addition to these participating organizations, Capital Medical Center in Olympia is designated as a network hospital for Thurston County.

UMP Plus Puget Sound High Value Network covers facility charges at Capital Medical Center in Olympia at the network level. However, other services at Capital including physician charges are considered non-network, unless the services are due to a medical emergency. Emergency services are covered at the network rate.


To receive the highest level of coverage, you and your family members must receive services from primary care and specialty providers through any of the participating organizations listed above.

Services received outside of the participating organizations will be covered at the non-network or out-of-network level and cost you more.
